1. In a large bowl, combine grated sweet potato, rice flour, cornstarch, water, chopped scallions, cilantro, garlic powder, salt, and pepper. Mix well until a thick batter forms. 2. Heat about 1 inch of oil in a large skillet over medium-high heat. Drop spoonfuls of batter into the hot oil, flattening them slightly. 3. Fry fritters for 3-5 minutes on each side, or until golden brown and cooked through. Drain on a paper towel-lined plate. 4. Meanwhile, prepare the peanut dipping sauce: whisk together peanut butter, soy sauce, lime juice, maple syrup, and water until smooth consistency is reached. Add more water if needed. 5.
