Instructions

1. In a large bowl, combine ground beef, half of the chopped parsley and cilantro, grated onion, cumin, paprika, cayenne pepper (if using), salt, and black pepper. Mix gently until just combined (do not overmix). 2. Form the mixture into small meatballs, about 1.5 inches in diameter. 3. Heat olive oil in a large skillet over medium heat. Brown the meatballs in batches until lightly colored on all sides, then remove and set aside. 4. Add minced garlic to the skillet and cook for 30 seconds until fragrant. Pour in crushed tomatoes and water/broth. Bring to a simmer. 5. Return meatballs to the skillet. Cover and simmer for 15-20 minutes, or until meatballs are cooked through and the sauce has thickened slightly. 6. Stir in the remaining fresh parsley and cilantro just before serving. Serve hot with couscous or rice.
