Instructions
1. Preheat oven to 375°F (190°C). Grease a 9x13 inch baking dish.
2. Cut the green chiles lengthwise and lay them flat in a single layer at the bottom of the prepared baking dish.
3. Sprinkle 1 cup of the shredded Monterey Jack cheese over the chiles.
4. In a medium bowl, whisk together milk, eggs, flour, baking powder, salt, and pepper until smooth.
5. Carefully pour the egg mixture over the chiles and cheese in the baking dish.
6. Sprinkle the remaining 1 cup of Monterey Jack cheese over the top.
7. Bake for 35-40 minutes, or until golden brown and set. A knife inserted into the center should come out clean.
8. Let stand for 5 minutes before serving. Garnish with fresh cilantro.
