Instructions
1. In a large pot or deep skillet, combine chicken pieces, soy sauce, white vinegar, crushed garlic cloves, black peppercorns, bay leaves, and water. Stir to combine.
2. Bring the mixture to a simmer over medium-high heat. Once simmering, reduce heat to low, cover, and cook for 30 minutes, turning chicken occasionally.
3. Remove lid and increase heat to medium-high. Continue to simmer for another 15-20 minutes, or until the sauce has reduced and thickened and the chicken is tender. The chicken should be glistening.
4. (Optional step for crispy skin): If desired, carefully remove chicken from the sauce, blot dry. Heat 1 tablespoon of vegetable oil in a separate pan over medium-high heat. Sear chicken until skin is crispy, then return to sauce.
5. Serve hot with steamed white rice, spooning plenty of sauce over the chicken and rice.
